4" fat tires are great for sand, gravel, and if the right tread, mud and snow. Unfortunately they are crappy for the streets most people will ride this on, unless the primary objective is to not be eaten by giant potholes.
Whether it's a pro or con, these come with appropriate wider rims for the fat tires which some do not, so if you really want to run fat tires *forever* that is good, but if you want to switch to appropriate street tires, not so much.
Folding bikes, cheap or not, tend to be lighter weight than this by default, partly due to smaller wheels, but also that most are not built to support a 1000W drivetrain & capable speed.
