Seems like a good deal if you want a backup phone for emergency (voice) use, or a burner for your illicit activities if they don't require texting or surfing the web.
This assumes it supports 4G LTE, if it's a 3G only phone then it's no wonder why its so cheap.
^ Total for the year, but you can buy additional voice/data/texts and/or service time. It all rolls over as long as you don't let the remaining service time expire.
It's not 5G, they also have a Samsung A13 5G bundle for $99... probably the better longer term option, though how much do you really need 5G speed on a burner with limited data?

While on HSN, noticed they have a Moto G Power II with a 1500 min/text/data bundle for $60 if you need reasonable texting use.
