Honestly it doesn't even seem like Microsoft cares much if you have a paid license for Win 10 anymore. I have installed many Home versions that didn't even ask for a license and they work. the Pro version is a little tougher, but it doesn't seem like MS cares enough to kill these cheap licenses wherever it is they come from.
MS is all about proliferating their OS for the value added service and software (and even hardware) revenue they gain. It's a win for them. Smart actually.

Dell / HP Windows 7 COA, activates every time. Probably because Microsoft will switch to a Office 365 model, pay a yearly fee for x number of computers to continue to get updates / support. AKA Windows as a Service.
If you have a previous valid key from certain older versions of Windows you can do the upgrade to Windows 10 for free. I've done this to several of my older Win7 and 8.1 systems and the upgrade works and the system will activate. Last time I verified this was two months ago with a Win7 system.
All you have to do is create the installation media (either on a thumb drive or disc) with the instructions that Microsoft provides and do your in-place upgrade. If you want to do the fresh install, you can do the in-place upgrade first. It doesn't take very long. Once that is done you can do a fresh install now that your system has been activated.
