Depends on what the cuffs are made of, HQ will have hardened metal. You wouldn't want a saw for a different reason, proximity to skin where the depth is more easily controlled with an angle grinder or bolt cutters. Cuffs would be flopping around like crazy while trying to use a recip saw on them.
You can cut hardened steel with recip blades but they need to have carbide teeth to last more than a few seconds. Even then, those ~$10+ carbide blades are less cost effective than a $2 grinder cutoff wheel.

Most things have a tough time with hardened steel and generally a job for a angle grinder.
