Obviously not for demanding uses but any Core i3 or i5 isn't shabby for 90% of the things people use a computer for, even overkill for Office, email. youtube, etc.
Seems like the smallish HDD or having only 4GB memory would be more of a limitation, but maybe better to have a nearly worthless HDD in it instead of a higher price so you can purchase an SSD separately.
More significant to me would be how many running hours these have and there's no way to know that. It's no longer a good value if a proprietary PSU fails and you have to pay a premium for a replacement. Then again there may be cheap PSU pulls on or
It's nice that Dell is trying to help patch with mitigations. I just wish motherboard manufacturers would keep up as I also have an Ivy Bridge based Asus P8B75-M that currently only has its latest BIOS from 2014.
