Holy cow, this is a 220 watt CPU! AMD mandates water cooling and a 35CFM exhaust fan (mounted near the VRM components), and it requires a motherboard that supports 220W CPUs.
Look whose talking. Intel i7 Skylakes and kabylakes run fking hot. They should say 150-180 tdp. It should say recommended liquid cooling on the box. I've used over 30 of them. I've used over 4x 150tdp coolers I had to take off the list, as they will still throttle the CPU.
AMD was honest and said 220w and requires liquid cooling. Good deal for enthusiasts only. Use correct board. Many 970 boards support it but you have do research or look at the rear of the box. It will say 220w support.
I know this is a "now" purchase, and may be reasonable for people looking for strictly for a CPU upgrade...but the Ryzen AM4 platform is probably worth jumping on now. Even an R3 processor will probably outperform this in many tasks, and a $200 R5 1600 would be a much better (and power-efficient) long-term purchase.

Based on your card and cpu cooling. But Ryzen 1400 or better will be much more efficient and better in other tasks.
Fx9590 can utilize about 75% of a GTX 1070.
If you run Battlefield 1 1080P Ultra settings.
So High settings, you will see 80-110FPS sometimes. Especially if you OC your ram to 1866-2133Mhz
